statistics AP would find that our
underachievers are still achieving at mid
range levels compared with other
countries...and no, given the socio
economic status of many of these students
private tuition is not an option. The
emphasis has been and will continue to be
on teacher first practice (see NZ literacy
and numeracy strategy)
